0.绿色包装及其设计 海尔集团技术研发中心 ( 青岛市海尔路1号 266101) 尹凤福 喻子达 刘振宇 随着经济的发展和人们消费水平的提高，包装业已经形成了一个完整的工业体系，并以惊人的速度向前发展。2000年，我国包装工业的产值已经增加到2200亿元以上，预计到2005年，全国包装工业总产值可达3200亿元。据有关资料报导，全球包装行业的工业总产值已达6000~7000亿美元，占全球GDP的2%左右，包装业已排在世界前十大行业之列，因此，产品的包装已经成为人们生活和世界贸易往来不可缺少的一个重要部分。但是，伴随着各类包装工业的迅猛发展，大量产生的包装废弃物，及包装材料和包装生产过程的污染，也变得越来越突出。因此，要求改变当前现状的绿色包装及其设计也就应运而生，绿色包装运动正在从发达国家向全球范围内迅速扩展。 1 绿色包装 绿色包装是指在产品包装的全生命周期内，既能经济地满足包装的功能要求，同时又对生态环境不产生污染，对人体健康不产生危害，能够回收和再利用，满足可持续发展要求的包装物质。在传统包装的产品保护、盛装与划分、信息传达、促销增值等主要功能之外，绿色包装特别强调了环境协调性，当前环境协调性逐渐成为了衡量包装性能好环的一个主要指标，它要求实现包装减量化(Reduce)、重复利用化(Reuse)、循环利用再生化(Recycle) ，即通常的3R原则。此外，还要求包装物对人体和生物无毒无害、废弃后可降解等。 2、绿色包装国际法规 1978年后，欧洲工业发达国家为发展绿色经济，首倡在国际贸易中逐步推行产品包装的“绿色标志”，以保护环境，发展绿色包装工业。凡标有“绿色标志”者，表明该产品包装从生产到使用，从消费至最后回收利用均符合环境保护的要求。一个产品包装只有取得了某国的环境标志，才能获得进入该国市场的“通行证”。1986年以后，欧盟一些国家又相继颁布了《包装废弃物处理法》等有关绿色法规，严格禁止不符合环境要求的包装入境。1991年欧盟发布了《包装／包装废弃物指令》。 1992年6月，联合国在巴西里约热内卢举行联合国环境与rotating ball and fork joint will cause paper feeding pause after wear.
